8. Affects sexual ability and reproductive health
For men, high blood alcohol levels will dilate blood vessels, hindering the sexual process, especially alcohol also affects Sperm quality, when combined with eggs to conceive, can easily lead to weakened generations.
For women, alcohol abuse will weaken the hypothalamus - pituitary gland and ovaries, leading to no ovulation, menstrual disorders, affecting fertility, causing the risk of premature birth....

Alcohol is a strong psychoactive substance. Excessive alcohol use will cause a number of mental disorders.

Legally, having a blood alcohol concentration while driving a vehicle is one of the prohibited acts as prescribed in Article 8 of the  Law On Road Traffic 2008.

Pursuant to the provisions of Article 5, Article 6, Decree 100/2019/ND-CP stipulating penalties for administrative violations in the field of road and rail traffic, penalties for drivers of cars and vehicles similar to cars; motorbikes, mopeds (including electric motorbikes), motorbike-like vehicles and moped-like vehicles; Tractors and specialized motorbikes violate road traffic rules:

For drivers of cars and similar vehicles:

- Fine from 6,000,000 VND to 8,000,000 VND for operating a vehicle under the influence of alcohol but BAC does not exceed 50 mg per 100 ml of blood or BrAC does not exceed 0.25 mg per liter of breath. The driver will also be subject to an additional penalty of having his right to use his driver's license revoked from 10 months to 12 months.

- Fine from 16,000,000 VND to 18,000,000 VND for Operating the vehicle while BAC exceeds 50 - 80 mg per 100 ml of blood, or BrAC exceeds 0.25 - 0.4 mg per liter of breath. The driver will also be subject to an additional penalty of having his right to use his driver's license revoked from 16 to 18 months.

- Fine from 30,000,000 VND to 40,000,000 VND for Operating the vehicle while BAC exceeds 80 mg per 100 ml of blood, or BrAC exceeds 0.4 mg per liter of breath. The driver will also be subject to an additional penalty of having his right to use his driver's license revoked from 22 to 24 months.

For drivers of motorbikes, mopeds (including electric motorbikes), motorbike-like vehicles and moped-like vehicles:

- A fine of from 2,000,000 VND to 3,000,000 VND shall be imposed on Operating a vehicle under the influence of alcohol but BAC does not exceed 50 mg per 100 ml of blood or BrAC does not exceed 0.25 mg per liter of breath. The additional penalty is the loss of the right to use the driving license from 10 months to 12 months.

- Fine from 4,000,000 VND to 5,000,000 VND for Operating the vehicle while BAC exceeds 50 - 80 mg per 100 ml of blood, or BrAC exceeds 0.25 - 0.4 mg per liter of breath. Additional penalty is suspension of driving license from 16 months to 18 months.

- Fine from 6,000,000 VND to 8,000,000 VND for Operating the vehicle while BAC exceeds 80 mg per 100 ml of blood or BrAC exceeds 0.4 mg per liter of breath; The driver will also be subject to an additional penalty of having his right to use his driver's license revoked from 22 to 24 months.

In addition, insurance regulations and rules also exclude insurance for people who consume alcohol that exceeds the alcohol concentration according to the provisions of the Law On Road Traffic.

According to the personal accident insurance rules of Bao Minh Insurance Company, the exclusion points in Article 5 are as follows:

“Article 5: Exclusions

Bao Minh will not bear any compensation liability in the following cases:

4. The insured person consumes alcohol or beer in excess of the concentration prescribed by the Law On Road Traffic.”
